The Position

Safety Officer

Job Summary



  • Serves for safety and risk mitigation on project. Works with project teams to establish and implement safety best-practices in the field.

  • Ensure project execution adheres to the project safety plan.

  • Manage and escalate safety risks related to both design safety and program management.

  • Communicates proactive safe work practices through mentoring and coaching to ensure all internal teams and external contractors, suppliers have a clear understanding of safe work practices.

  • Leads efforts to implement and facilitate project safety training and education for internal and external partners. 

  • Meets project safety goals for work activities. 

  • Mentors, coaches, and collaborates with the project team to ensure a safety-first culture is present. 

  • Stays abreast of local government safety regulations, as well as industry developments (best practices)

  • Manages project environmental, health and safety programs to ensure compliance with applicable government regulations and alignment with company standards and values.


  • To act as a liaison between the Safety Committee and Executive Management, to work with Corporate and AP Regional EHS; and Co-ordinate between Carbonates China operation team and AP Regional EHS Manager.

  • To ensure total Executive Management Support for the program by encouraging participation;

  • To ensure company Operations to comply with applicable EHS laws and regulations as well as company’s EHS Policies and Procedures;

  • To lead the design, communication and implementation of the company’s EHS Policies and Procedures;

  • To facilitate the change to a strong company’s safety culture and recommend on-going improvements to the process;

  • To develop consistent and informative statistical reporting;

  • To budget appropriate resources and funds in order to carry out the activities required to ensure the success of the company’s EHS Policies and Procedures;

  • To provide ongoing EHS audits of production, activities, and services; periodically conduct on-site inspections to ensure compliance; to lead by example;

  • Report and lead to investigate accidents and near misses, and also supervise the contractor safety;

  • Organize training for employees and contractors;  promote EHS awareness to achieve EHS excellence; translate the incident report/safety alert/lesson learned and share to all company’s employees/contractors.

  • Conduct EHS risks assessment based on ISO14001 & OHSAS18001 management systems, manage and control EHS risks, especially significant ones;

  • Manage and coordinate site emergency response team and related systems. Ensure timely effective reaction for emergency;

  • EHS and ISO audits actions plan follow-up and update monthly;

  • Be responsible for plant daily EHS site inspection regularly and irregularly; Organize and monitor EHS monthly EHS Self-audit;

  • Be responsible for project site daily EHS inspection, to ensure project site comply with applicable EHS laws and regulations as well as company’s EHS policies and procedures. Give weekly safety report separately to civil contractor and installation contractor;


  • Bachelor degree with major in construction engineering mandatory 

  • Minimum 8 years safety management work experiences in chemical or mineral industry;

  • Experience of safety management on international company’s construction site is mandatory.

  • Has a good understanding of the concept of best practices, behavioral safety programs, plans and specifications, and the process of putting work in place 

  • Fluent in English

  • Has a working knowledge of MS Office Applications (Excel, Word, PowerPoint)

  • Seeks knowledge, with a culture of continual learning, though all available resources, including industry and professional associations.
