Mobile Plant Services Manager

A vacancy exists for a Mobile Plant Services Manager to provide effective services to the mining operations of the UK Hub in Cornwall. The position is working the day shift (Monday to Friday), with a degree of flexibility required x 37.5 hours per week. 

Key Tasks & Responsibilities

The successful candidate will be responsible for providing mobile plant services to the mining operations, which comprises a fleet of Imerys leased & contractor owned mobile equipment operating in the UK Hub, moving approximately twelve million tonnes annually. Activities take place over an area of approximately 49 square km, known as Western and Central areas. Additional responsibilities will include drilling and blasting through a Rock on the Ground contract and exploratory drilling. 

This will involve maintaining or building the necessary management systems (KPIs, reviews), and participating in the definition of the best strategy for the provision of those services over the mid term. 

Responsible for 5 direct report employees:

  • 1 Mobile Plant Depot Coordinator, responsible for the effective deployment of 60+ Imerys and 50+ Agency / contractor operators

  • 1 Mobile Plant Depot Supervisor, responsible for mobile plant repair and maintenance, as well as and associated service management and delivery

  • 3 Drillers operating the exploratory rig

In conjunction with the Mining Managers and Senior Manager, is responsible for managing annual mobile plant budget, managing the “Rock On the Ground” contract with a drilling & blasting contractor. Also accountable for capital expenditure / lease, procurement of mobile plant services and suppliers in conjunction with the purchasing department. 

Environment Health and Safety

Lead and continuously improve EHS standards

  • Ensure safety and compliance standards are maintained within all fleets and equipment for both Imerys owned equipment and contracted in equipment;

  • Ensure robust system is in place for training and competence  for all operators (Imerys and Contractor) to meet Imerys and National standards / compliance;

  • Support the Mines Managers in promoting Safety Standards in line with “Imerys Safety Policy”, ensuring the drive towards zero accident culture is “targeted” as the objective within the management team and workforce and continuous improvement towards this is sustained. In case of a near miss / incident / accident, provide support to the Mines Managers if requested when they lead the investigation;

  • Environment: while maintaining a strong culture of incidents reporting, develop actions plans to reduce environmental incidents;

  • Health: maintain an “open door” culture to allow any mental health issues or concerns to be freely discussed.

Managing the Mobile Plant Department

  • Ensure all mobile plant equipment meet legislative and Imerys requirements;

  • Ensure the provision of maintenance of the mobile plant vehicles by contractor;

  • Provide to Operations the mobile plant operators workforce, through either Imerys or agency;

  • Ensure training, safety and competence for all operators (Imerys and Contractor) meet Imerys and National standards / compliance. Target efficiency improvement for operators through training;

  • Organise and participate in regular reviews with contractors and mobile plant providers, maintain action logs;

  • Participate in the monthly cost reviews for mining, presenting spends per contractor / supplier;

  • In conjunction with the Mines Managers, preparation of annual budgets including Tyre and GET in addition to machine lease and fuel; 

  • Responsible for managing annual Mobile Plant and Blasting budget, support Senior Mining Manager in preparations of overall annual mining budgets;

  • Undertake revenue/capital projects which require earth-moving machinery, either owned, or from contractors.

Process & Systems

Responsible for the optimisation of the site processes and systems, maintaining accurate and effective reporting records and KPI’s across refining. Identify, develop and publish appropriate KPIs for Mobile Plant (in particular machine and operator availability) and Blasting. Define targets for those KPIs, analysing historical records and best demonstrated practices published by the equipment manufacturers, following the SMART objective philosophy. 

Lead continuous improvement of the Mobile Plant department through frequent reviews and challenge of existing practises.

People Management

To recruit, coach, and counsel and help develop our employees. Support Supervisors in managing the effective performance and needs of our workforce to identify and facilitate required training and succession planning, ensuring Imerys HR policies and procedures are adhered to and/or enforced where appropriate.

Other Important Functions
 

Liaise and communicate with a wide range of people within the business, members of the community and regulatory bodies. Supply relevant information to the Purchasing Department enabling negotiation of the best price.
 

Job Requirements

Essential

  • Practical and proven knowledge and experience of managing and/or maintaining a mobile plant fleet in an open cast mining environment;

  • Proven ability to manage financial aspects of the role including budgeting, cost control and capital expenditure;

  • Proven knowledge and experience of working under the UK Quarries Regulations 1999;

  • Proven experience in optimising production assets and resources;

  • Proven experience in leading, managing, developing and motivating employees; 

  • Knowledge, skills and experience associated with Drilling and Blasting in open cast mining;

  • Good knowledge of Google Suite / MS office and other IT skills;

  • Full UK driving licence.

Desirable

  • Good educational background with relevant suitable tertiary qualification preferably related to the open cast mining industry;

  • To hold Health, Safety & Environmental Management in the Extractive & Minerals Processing Industries (NVQ Level 4) or similar;

  • Experience in the management of contracts;

  • Member of relevant professional body i.e. Institute Of Quarrying.
