The Position

HSE Manager

Job Summary

  • Reports to Canadian Operations Manager.  
  • Core function of this role is in assuming all aspects of the Health and Safety responsibilities for the Operations while overseeing Environmental Manager/Coordinator functions and responsibilities.
  • Assist is establishing and implementing Safety, Health and Environment objectives for Canadian Operations
  • Participate in monthly EHSQ Steering Committee Meetings and support Organizational directives for EHS
  • Monthly reporting of HS activities and results
  • Participate  and support investigations and remedial actions of site incidents and near-hits.
  • Ensure programs, procedures, training, work practices and controls for HS are effectively implemented.
  • HS support and guidance for all employees within the Operations.
  • Manages all training requirements for Health and Safety
  • Assumes responsibilities for all IMERYS HS Campaigns and initiatives.

KEY TASKS AND RESPONSIBILITIES

  • Drives implementation of HS programs and policies to assure compliance of all company facilities with Federal, Provincial, and Local HS regulations and standards.
  • Reports safety and health compliance issues, ensures environmental compliance issues are reported and works with local staff(s) to make recommendations to appropriate site management for correction.
  • Provides guidance and counsel to the site management teams on applicable HS programs, practices, and existing/proposed local, Provincial and Federal regulations.
  • Oversees and/or coordinates HS training mandated by MOL or local regulatory agencies and provides continuous training for Plant Managers, Maintenance Managers and others.
  • Oversees Environmental Coordinator in developing and implementing proactive environmental compliance and training programs to ensure all regulatory and permit requirements are met and continual environmental improvement is achieved.
  • Participates in safety and environmental audits of facilities in accordance with internal/external auditing schedules.
  • Fields HS interactions/observations
  • Directs and/or prepares, maintains, and submits safety reports and ensures Environmental permits have been submitted in a timely manner in accordance with Federal, Provincial, and Local EH&S regulations.
  • Actively participates in Change Management Reviews to ensure EHS safeguards are built into projects.
  • Responsible for Contractor approval process for the Operations based on historic performance, quality of contractor EHS Programs and their ability to meet insurance requirements.
  • Reviews appropriate recommendations regarding planned expansion, modification or closure of facilities where EHS risks may be posed or impacted.
  • Contributes to site strategic planning and budgeting efforts for safety and environmental systems and issues.
  • Oversees or investigates and maintains records of safety and environmental incidents and responses as required by law.
  • Maintains current working knowledge of Federal, Provincial and local safety, environmental and occupational health regulations.
  • Serves as contact with MOL and/or other regulatory body in designated area.
  • Reports safety and health compliance issues and ensure environmental compliance issues for the Operations are reported to IMERYS EHS group.
  • Participates on teams with IMERYS EHS group as necessary.
  • Performs other duties as required.
  • Ongoing HS training as required.

JOB SPECIFICATIONS

Education and Experience requirements:

  • 7-10 years Health and Safety Professional Designate experience in a manufacturing/industrial environment.  Mining industry experience is preferred. 
  • Environmental experience also preferred however must have good management and leadership skills to assume the overseeing of this aspect.  
  • Safety experience - strong understanding of MOL regulations is essential, developing and administering training programs, accident investigation and resolution.
  • Canadian Registered Safety Professional, CRSP will be given preference to job placement.  Health and/or Safety discipline or equivalent education and experience may be considered.
  • Knowledge of safety compliance, incident investigating and reporting protocols.
  • Ability to manage self and others in a high demand, high paced and fluid environment.
  • Ability to analyze a wide range of Industrial Hygiene, Health and Environmental data/ samples to recognize potential hazards and design /implement effective control strategies
  • Skilled in supervising, evaluating, training and motivating employees.
  • Ability to develop and maintain awareness of occupational hazards and safety precautions. Skilled in following safety practices and recognizing hazards.
  • Ability to communicate effectively, both orally and in writing.
  • Understanding of and ready access to Canadian Federal and applicable Provincial Safety and Environmental Regulations.
  • Professional certifications such as Canadian Registered Safety Professional or Mine Safety Professional will be considered first.

SPECIFIC ASPECTS

  • Occasional travel.
  • Work in a mine or manufacturing plant setting, which may include exposure to extremes in temperature and humidity, moving mechanical parts, risk of electrical shock, toxic chemicals, explosives, fumes or airborne particles.
  • Work requires a portion of time in the field as well as administrative office duties. 
  • Manual dexterity, keyboard skills, ability to drive.
  • Must be wiling to work longer hours and outside normal work hours when required.
