The Position

Distribution and Pack house Manager

Job Summary


The Distribution and Pack house Manager guarantees the realization of the packing schedule and the quality of the packed product, maintenance of adequate Safety Stock levels of packed products, timely dispatch of products, ready for shipment to the customer, in accordance with the industrial fundamentals of safety, competitiveness and environmental constraints.

In achieving this, he/she manages the packing and dispatch operations, management of equipment breakdown to ensure timely repair and coordinates everyday operation with the application of the procedures and by taking those decisions to ensure a performance standard level.


Reports directly to the Plant Manager

Responsible for 15 hourly employees, directs 1 supervisor, 4 lead operators and 10 utility men.


Safety of employees

  • Ensures the efficiency of the internal safety system and ensures that all employees perform their duties in full compliance with applicable internal and external safety regulations and procedures. Fully participates in the internal safety program such as the Weekly Safety Visit process, Weekly Safety Communications and monthly safety trainings. Ensures that safety work orders for the Packhouse are issued in a timely manner and follows up on the implementation of corrective actions.  Ensures that all employees attend the monthly Safety training and any employees missing the initial training, complete such training within 2 weeks of initial training
  • (KPI= No LTA in the packing and distribution department)
  • Ensures that standards of cleanliness and housekeeping are met at all times in the Packhouse and Distribution area. This includes the implementation of appropriate clean up and housekeeping routines, the participation in housekeeping audits on a regular basis, and the implementation of correctives actions to eliminate sources of spillage and dusting and to improve housekeeping in general.
  • (KPI= Achieve and maintain a level of 4 during inspections / No MSHA citations for house keeping related hazards)
  • Participate in any serious event review (SER) which involves but not limited to pack house employees or conditions.  Implementation of any actions plans and follow up of such plans

Quality of customer service

  • Reviews demand forecasts and customer orders jointly with the supply chain department on a weekly basis and plans sequencing of packing campaigns accordingly.
  • (KPI= service level A&B > 99%)
  • Coordinates sequencing of packing campaigns with Production Manager in order to ensure that sufficient silo capacity is available to run kiln/mill campaigns as scheduled.
  • (KPI= No downtime or forced change-overs on the mills due to lack of silo capacity)
  • Ensures that actual packing volumes are in line with scheduled volumes. Reports on discrepancies between achieved packing volumes vs. scheduled on a weekly basis.
  • (KPI= achieved volumes within +/- 10% of planned packing volumes 90% of all times)
  • Maintains safety stock levels on all packed products in order to be able to compensate for unforeseen variations in demand or non-scheduled downtime. 
  • (KPI= product Safety Stock level above 90% of JNI)
  • Ensures timeliness and accuracy of loading operations.  Ensure timely loading and release of bulk rail cars
  • (KPI= Less then 5 packing complaints per year / Less than $10,000 in demurrage payments per year)
  • Ensures quality of pallet presentation and in order to protect products from deterioration during handling, shipping and storage. This includes joint work with maintenance to ensure the proper functioning of packing and palletizing equipment and joint work with the purchasing manager to ensure that all packaging supplies meet quality requirements.  Ensure audits are conducted (at set frequency as determined in conjunction with the Quality Manager) on the pallet presentation.
  • (KPI= No customer complaints for product damage or deterioration during shipping and storage.   Pallet Presentation above 90%)
  • Ensures that no product cross contamination occurs during packing operations. This includes the implementation of appropriate change-over procedures, employee training on these procedures, and periodic equipment checks to guarantee proper functioning of equipment (e.g. valves).
  • (KPI= No product cross contamination at the Packhouse level)
  • Ensures the accuracy of weights of packed products and bulk shipments. This requires the follow up and periodical maintenance of all weighing equipment and the statistical follow up of bag weights by products.
  • (KPI= No complaints for light weight shipments / less than 0.5 % loss of product due to higher than standard weights / probability of shipping bags with weight below specification less then 1%)

Meet productivity goals

  • Ensure the accurate recording of downtimes on pack house equipment.   Tracks equipment reliability and reports to maintenance frequency and duration of breakdowns by downtime cause. Performs jointly with maintenance pareto analyses of equipment breakdowns.
  • (KPI= Packing line K3 of 85%)
  • Ensures that work request for equipment deficiencies are issued in a timely manner and follows up with maintenance on the implementation of corrective actions.

  • Analyses and implements jointly with maintenance corrective actions to eliminate recurrent equipment deficiencies. Note that these equipment deficiencies include not only problems causing downtime, but also any malfunctioning limiting production rates, causing quality problems, environmental non-compliances, and any problems constituting a risk to the safety and health of employees.

Other areas

  • Must be proficient and knowledgeable in all production operation procedures and guidelines as outlined in ISO pertaining to packing and loading operations. Reviews and updates work instructions and operating procedures on a frequent basis. Ensures that all Packhouse employees are trained on applicable work instructions and procedures. Ensures that operations are in full compliance with these instructions and procedures.
  • (KPI= Zero non-conformities during internal or external audits)
  • Participates in the training of hourly employees. This entails the initial ‘on the job’ training of new employees and also the continuous training of employees on process, quality or equipment related issues. In particular, the jobholder ensures that changes to existing operating practices or procedures or new insights in process or quality related matters are disseminated in a timely manner throughout the department. The job holder will also ensure that consistency in operating procedures is ensure across all operators by training and coaching Lead Operators and Utility men on best practices. (KPI= Training documents and ISO procedures and work instruction accurately reflect current work practices, all production employees are knowledgeable about these procedures and instructions, consistent operating practices across all Lead Operators).
  • Ensures that packaging supplies and raw materials are at or above safety stock level at all times, using demand forecast and technical ratios in order to determine the appropriate reorder points.
  • Orders and receives packing supplies and raw materials in ERP system
  • (KPI= Zero shortages of packaging supplies while keeping stock levels in line with BFR objectives)
  • Ensures that data on daily inventory levels and packed volumes are accurate and provided in a timely manner. Participates in monthly closing process and ensures that inventory counts of products and supplies is done in a timely and accurate way.
  • Participates in Management/Supervisor on-call duty program, requiring acting as on call manager for a period of 7-days during off-hours and weekends on a rotating basis

Reporting and Controlling

  • Reports on a weekly and monthly basis on pack house performance (KPI= weekly and monthly reports done in a timely manner and accurate)
  • Performs inventory counts of all materials and production supplies during the monthly closing process. Determines volumes produced by product for the monthly closing process. (KPI= Data accurate and completed at the end of the 1st business day of the closing date)
  • Organizes the shift schedules of the pack house hourly paid employees.  (KPI= schedule posted on time in accordance with union agreement, all shifts covered)


  • A minimum of 5 to 7 years of experience in the field of Portland Cement or Calcium Aluminates. Must have at least high school or preferably a college degree.
  • Operational skills and experience in packing of finished products is necessary.
  • Effective leadership and good communication skills. Must be capable to work in a group, specifically the ability to work efficiently with other functions of the company (e.g. maintenance and logistics), with partially diverging objectives, are a key success factor.
  • Most be proficient with the use of personal computers and software’s such as Microsoft Excel & Word or equivalent.


This position requires remaining in a seated position for long periods of time, the ability to pick, pinch or otherwise work primarily with fingers to operate key board for computer work.  This position requires the employee to frequently walk, bend, stoop and have the ability to lift and or move up to 25 pounds and mostly works in an office or plant environment.  This position is exposed to a cement and often dusty plant work environment and with contact with our product.  Based on the hazards of working in a plant/industrial environment, this position requires alertness, the ability to think rationally while working on multiple tasks.  This position needs the ability to express or exchange ideas, provide detailed spoken instructions by means of the spoken word to impact oral information to managers, suppliers, contractors, co-workers, direct report or the public.   While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel, reach with hands and arms, stoop, kneel, crouch, or crawl and talk or hear.  The employee is required to stand, walk, sit and climb or balance.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
